Construction of a prefabricated hall
On this page, we would like to describe to you the typical steps in the implementation of halls that we carry out for our clients. Our aim is to help you quickly get oriented in the whole process and understand how the steps follow each other and what is needed for the successful completion of the project from its design to handover.
Intent
Every construction project starts with the investor's intent. The investor must know the basic principles of the construction:
- Purpose of the building – the most important aspect
- Location of the building – the plot
- Dimensions of the building and a general layout of the interior (administrative part, warehouse size, arrangement of production areas according to intended use, etc.)

Feasibility Study
The feasibility study is the basis for deciding whether to proceed with the construction of a prefabricated hall, or whether the specified parameters need to be adjusted according to the financial or spatial possibilities of each investor, or conversely, whether the size needs to be increased to accommodate all the intended equipment, including facilities for employees.
The study consists of:
- First, determining the price based on the initial inquiry
- Specification of requirements based on a personal meeting
- Drawing simple plans
- Final price according to the plans and the latest changes to the building; only the prefabricated part can be priced exactly, other parts of the building – foundations, floor, electrical installation, trades (water-heating-gas), connections, etc. can only be estimated, and without a project the price is only indicative
- Possible loan verification or purchase of the intended plot
- For a small fee, our company will create a simple visualization for you

Project for Zoning or Building Permit
If we have determined the approximate price of the work, we can start designing the actual building. The scope of documentation for a building permit is defined by Decree No. 499/2006 Coll., Annex 1, or Decree No. 146/2008 on documentation of transport structures. The documentation is prepared by a natural person authorized under Act No. 360/1992 Coll. [4] for design activities in construction – the designer.
Our company PROMO HALY s.r.o. is able to supply one of the many parts of the project, namely the structural part, i.e. construction drawings (section, elevations, floor plans, and statics of the superstructure and statics and drawings of the foundations). Here, we usually work on the basis of an order.
It is ideal to find a local designer who knows the local people at the authorities and will design the other parts of the project, i.e. the site plan, connections, fire safety solution, energy certificate, as well as the construction part – room layout drawings, production layout, related electrical installation, trades, and other parts of the documentation for the building permit.

Obtaining the Building Permit
This is probably the most complicated part of the whole investment, dealing with authorities or neighbors. You must obtain consent statements from everyone; the more complex the building, the longer the process. A major factor in the duration is the proximity of the building to another entity. This may involve neighbors, e.g. fire safety affecting their land, or the building casting a shadow on a neighbor, but much worse are problems with state institutions such as railway, road, or waterway authorities, etc. Here you often encounter insurmountable conditions during construction, which increase the cost.
For a positive outcome in obtaining a building permit for prefabricated buildings, in general you must meet these points:
- Project documentation prepared by a designer (depending on complexity, takes 1–2 months)
- Notify all relevant authorities for their statements regarding the construction (within a week)
- Have all binding statements from all authorities; if there are no appeals or comments, the law allows 30 days for a response, but in practice it is usually two months. After obtaining all statements, the complete project with statements can be submitted to the relevant building authority for issuing the building permit.
- The building authority issues the building permit; it must be issued within 30 days, but then there are deadlines for acceptance by participants in the proceedings (15 days) and for appeals (another 15 days). This can be shortened, for example, by public notice or by contacting participants and having them waive their right to appeal.
- Obtaining the building permit – the permit is valid for only 2 years and can be extended. This is usually the impetus for starting construction and commencing work.

Determining the Final Project Price
The project price is determined based on itemized budgets for the individual parts of the project. Our part, if the inputs and material prices do not change, is usually fixed, and only minor price adjustments occur. Other parts must be tendered and the price specified with individual suppliers or subcontractors, if our company is the general contractor. The tender process usually starts immediately after the project is finalized. After the price is specified, the next step is signing the contract with deadlines and prices for the individual parts of the project.

Construction of the Prefabricated Hall
Work begins after the building permit is issued, usually starting with preparation and securing the construction site – establishing a connection point for electricity or water.
The actual construction can be carried out in two ways:
- Our company as the general contractor – in this case, you hand over the utilities to us and only supervise the construction with your technical supervisor, or you can supervise the construction yourself if you have technical knowledge.
- Our company is only one of many suppliers – here, it is important for us to take over the foundations with marked geodetic points, and it is also important to prepare the surroundings of the substructure so that construction proceeds without problems.

Handover of the Project for Use
Here, contact with our company ends; we hand over the building for use with a warranty, usually 60 months depending on the size of the building.
